To cooperate or not to cooperate? The effects of regulations on platform mediated short-term rentals in European cities

The regulation of platform-mediated short-term rental is a debated topic in academic research and political arenas. In European cities, cooperation between urban governments and platform companies is crucial in order to enforce the regulations. But what is the effect of regulation with and without cooperation? The paper has tried to answer this complex question, comparing Barcelona and Paris in a time frame in which the first has entered into a collaborative agreement and the second has not. Assessing the quantitative and spatial impact of regulatory approaches, the study reflects upon the platform governance configuration that characterizes the public-private relationship in the regulation of digital-mediated short-term rentals, also in light of recent political developments in the European Union.
